Unable to Boot onto the network with a static IP Address

I have tried numerous times to create a boot disk that will boot up using a static IP Address. 
I enter the appropriate IP Address and NW Mask into the GBW but the workstation continually boots up with an APIPA address.
We are not using DHCP, DNS, or WINS on the network since it is a closed system.

My workstations are Dell R5400 with Broadcom NetXtreme Nics.

Any ideas?

Newtork card in Pre-OS

Hi,
Just Verify whether your network card is installed properly or not in Pre-OS.If not then add the relevant drivers while creating the boot package using GBW.
What Pre-OS you are using, is it WINPE or PC-Dos\Ms-Dos? You can try PC-Dos as Pre-OS with UNDI driver also in your boot package.
Also since you are saying you are getting APIPA address then possible reasons could be
1. Your network uses routers, including broadband routers with built-in DHCP servers.
2. Your network is connected to the Internet without a NAT or proxy server
