    This issue fixed in 12.1 RU1 MP1,You can upgrade your sepm In sep 12.1.3

    Export of client package from SEPM never finishes
    Fix ID: 2627397
    Symptom: Export of a client package from SEPM does not complete on non-English Windows, when SEPM is configured to use the embedded database.
    Solution: SEPM was modified to use a different database method to obtain binary stream data.

    Call support, get a tool to delete the package you are trying to export

    add the package manually from the console

    Very simillar issue which is solved here

    Try to this also

    1.Stop the Symantec Endpoint Protection Manager service.
    Set the following two registry values:
    HKLM\System\CurrentControlSet\Services\semsrv\Parameters\
    JVM Option Number 0=-Xms1024m
    JVM Option Number 1=-Xmx1024m
    JVM Option Number 2=-XX:MinHeapFreeRatio=40
    JVM Option Number 3=-XX:MaxHeapFreeRatio=70
    Start the Symantec Endpoint Protection Manager service.
    JVM Options 0 and 1 are the Java minimum and maximum heap sizes for the SEPM. You cannot increase either of these beyond 1024m; if you do, the SEPM service will not start and you cannot login until the value is set back down. This is an inherent limitation of the Java Virtual Machine

    Please try this...

    Try these Steps:

    Run upgrade.bat to update schema to new version:

    1- Stop the Symantec Endpoint Protection Manager services;

    click in start --> run --> type services.msc --> stop the Symantec Endpoint Protection Manager

    2- Go to <local drive>\Program Files\Symantec\Symantec Endpoint Protection Manager\bin\upgrade.bat

    Let all upgrade process finish and reopen console Manager. Generally the SEPM services starts after upgrade done.

    OR

     1) Remove all old packages from SEPM.

    • Log into SEPM
    • Click in the Tab: Admin > Install Packages and select the old packages with right click and select the option delete;
    • After you remove all the old packages, log off from SEPM.

    2) Click on Start > Run and type the following command ''services.msc'' to open the services management:

    • Stop the service ''Symantec Endpoint Protection Manager''; (Keep it open)

    3) Open the following direct <driver:>Program FilesSymantecSymantec Endpoint Protection ManagerBin and execute ''upgrade.bat'';

    • Once you executed  ''upgrade.bat'' start the service ''Symantec Endpoint Protection Manager'' and log on again into SEPM.;

    Now you should be able to export the new packages.

    Hi Anish,

    Thank you for posting in Symantec community.

    Latest version is SEP 12.1 RU4 (12.1.4013.4013), you need to upgrade to the latest version of SEP.

    This was a known issue and it seems you have the same issue.

    Hi,

    After successful SEPM upgrade you need to upgrade SEP client. You can use one of the following option.

    1) Auto upgrade

    2) Send new package through CDW method

    3) Push the latest package through thrid party software deployement method

    Auto upgrade is the easiest way, you can refer this article to do the same.
