GSS11.5 - Ghost boot wizard -->Pre-OS--> Windows PE --> Edit  Select WinPE-512 and Copy to New name. Select new Name and Edit. Network Drivers Tab --> Remove all --> Then select Add new Driver. Browse to folder containing the .cat, .dll, .inf, .sys, and .xml files and click ok. Give it a Friendly name (bob). Applicable OS, VISTA or X64_2003 (doesnt seem to matter) I mark both. Click ok. Go back to Network Driver Tab and select bob. Click OK.
The adding driver(s) dialog pops up and uncompresses., and adds drivers to image. Click ok when done.Takes me back to the Pre-OS selection, and I select the Windows PE (HP) and and select Next. and go through and enter in share and dhcp information and it builds the cd/dvd. When I boot the client from the CD, the network does not get bound to the NIC in the system.
I had this successfully run one time (with a different NIC). and when I compare the two images, the pci.manifest.txt files are of different sizes. Goes this mean the NIC driver I have from HP is crap?

Check the PNP ID of the NIC on your system and make sure that the PNP ID appears in the INF file for your driver. If it does not, then you have the wrong driver. If it does, then perhaps the best test is to install Vista and install this NIC driver to see if it is compatible.
