Unable to install Netbackup Agent for Enterprise Vault 8.0 SP2

Hi,
I have a new installation of Enterprise Vault 8.0 SP2 and I want to install the Netbackup agent.
Currently our master server is at version 6.2, but we are in the process of upgrading to 6.5
To be ready, I am trying to install the agent on our Vault MSCS servers. I don't get any errors in the install of the Netbackup client, but I don't get the enterprise Vault agent either.
Do we have to upgrade the master first and add our Netbackup Application and Database pack licenses before we can install the agent?

The EV agent is new with NBU
