you can install the agent manually

1) Copy the RAWS 32 folderfrom the instalation directory( C:\programefile\symantec\Backup Exec\agents) to the remote server.

For 32 bit RAWS32
For 64 bit RAWS64

2) Run setup.exe
3) Check mark Enable the publishing to the media server
4) Add the media server name (BE server name) using the add button
5) Once installation completes restart the BE services (Tools \ Options | Restart all Services) and check for the resources in the selection list.
