Unable to open Desktop Laptop Option admin console getting error:

When trying to open the Symantec Desktop and Laptop Option console on my Windows 2008 VM, I get the following error: Communications with the DLO services are down. Check to see if the services are running on (servername).
I have double checked all the services are running. I have restarted the server and disabled windows firewall to see if it was being blocked however that did not correct the issue. has anyone seen this if so how can I correct it?

Did you upgraded the OS ? because there is some compitability issue of SQL express Wni2008. Install/upgrade a proper DLO software. See the below post for your reference
