Unable to push new content filtering policy to scanners from Control Center (SMG ver 10.0.2)

Hi,

After upgrade from SMG ver 9.54 to 10.0.2-4 for both Control Center and Scanner, I am unable to push new content
filtering policy to scanners from control center.

Actions:
1. I have verfied Control center is able to communicate to scanner.

2. Reboot Control Center SMG appliance and Restart Control Center services, issue still persists.

3. Enable/Disable Scanner from CC Web Console, issue still persists.

Findings below:

Brightmail.log of CC it states following error below.

Operating Systems:

restart the operating system of the Appliance with the Control Center role. does that fix?
