Unable to Run aspnet_regiis.exe after after installing Symantec Endpoint Protection 11

 Hi Support,

I am unable to run the Microsoft's ASP.NET registration command aspnet_regiis.exe after installing Endpoint Protection 11. I am able to run the command after uninstalling the endpoint protection. This is the case with most of the systems here.

System Configuration

Dell Optiplex 380
Pentium(R) Dual-Core CPU E5300 @2.60 GHz 2.59 GHz
3.21 GB of RAM

Microsoft Windows XP Professional
Service Pack 3

Network Threat Protection installed?

I had this problem for our developers here and the quick fix was to remove Network Threat Protection component and had installed AV/Antispyware only. I was unable to create enough application rules to get it to work but may be possible. I think Symantec commented about how SEP blocks certain methods of accessing or updating remote databases by default. Here is some details and info:

This morning I find the following error when running my .NET applications locally:
aspnet_wp.exe could not be started. The error code for the failure is C0000005. This error can be caused when the worker process account has insufficient rights to read the .NET Framework files. Please ensure that the .NET Framework is correctly installed and that the ACLs on the installation directory allow access to the configured account.
