After upgrading the SEPM. It works fine till the server is rebooted. After the first reboot the SEPM Embedded DB  & webserver services goes to the state of starting. 

Any suggestions would be appreciated.

I'd personally concentrate on the Embedded DB service first if I were you.  I reckon the err.log and out.log files would help in investigating the issue.  Also the below article might help:

Just be aware that, should you wish to follow the Solution described in this article, that you will lose data (i.e. anything in the transaction log that has not yet been committed to the DB).  Probably just a few client logs or something, but just bear it in mind.

I have tried recreating the DB transaction log. And more over the transaction log is not much just 25 MB.

service type of embedded is delayed start? can you check that in services.msc?

- Nope it was working fine untill I restarted the server. 
- Then the service went to starting mode. I cannot start it. 

Steps tried : 

* Process was killed from the Task manager. 
* Refreshed the Services.msc . The process was stopped for a while and started again . Mode changed to starting. 
* Tried recreating the transaction log , no luck in that too. 

Let me know if you guys have similar issues. SEPM is down for two days now and my clients are configured such a way to get its updates from the Manager.

Sooo this is how I see your situation:

1. At a basic level, any SEPM functionality is dependent upon the DB (this is why I said to look at that first).  Following that thread, have you had a look at the logs I mentioned?  The err.log and out.log files are in hte same directory as the Embedded DB itself (programfiles\symantec\symantec endpoint protection manager\db).
2. Assuming there are no events in the log that point you in another direction (and as you've already tried recreating the transaction log), it sounds like an issue either with the DB or the software running the DB.  In either case, I'd personally be looking at performing the DR procedures and restoring an earlier backup of the DB at this point.

Oh?  I thought this was an upgrade (which would have required DR-restoring to the original version before upgrading again).

As a brand new install with no previous data then, I see no problem with wiping it out and trying again.

I'm not sure what you're after in that tech article, how does this relate to SEP?

Ahhhh, that makes more sense.  Had me really confused there!

The article states that the error appears during the SEPM installation attempt, and is related to the permissions of the account being used to install the SEPM.

It doesn't sound applicable to your situation, as you've completed the SEPM installation, right?.  You mention all was fine until the reboot.  Are you seeing the same errors mentioned in the article in your logs as well?
