Take a look at the documentation on the Account Integrity and Login Parameters modules.  There is not an option to report last login date, however, there is a check to report inactive accounts where a parameter is used to set last n days, which will report accounts which have a last login date greater than n days ago.

Which permissions are you looking to report?  File system permissions are reported by the File Attributes module.
