Unmanaged to Managed Problems

I have recently installed SEP Manager on a server and have been slowly rolling out the client packages to our unmanaged clients.
I rolled out 11.0 RU5 to 200+ workstations over the past 2 weeks. The clients were previously running SAV 10.x
The problem is that all of the clients installed correctly, however when I go to any of the workstations the Antivirus is disabled. All of the definitions are up to date and everything is running, but is disabled!
Is there a change that I can make from the management console that will enable the clients?

Addendum: The only thing that
Addendum: The only thing that I can do to fix this is login to each workstation as an admin and enable or click "Fix" to enable Antivirus and Antispyware protection and then reboot and have the user login and it shows it is enabled and managed.
There must be a policy setting or property that I can changed from the management console that will enable all of the clients.
In SEPM do you have a policy
In SEPM do you have a policy to disable Email\Outlook or Lotus autoprotect.
If yes then make sure the lock next to the policy is locked.

Yes..It will. Having it
Yes..It will. Having it disabled but unlocked gives a red Alert on the Client.
If you look at the red alert on the client ( details ) you will see it does not say ANtivirus and Antispyware is off but it will say Email/Lotus or Internet Auto-Protect is off.
