upgrading from buexec 2010r2 to r3 - Error 193 loading dvd....

This issue has been solved. See solution.
I downloaded the 4 dvd 2010 R3 install and burn it to an ISO and did all the preliminary steps preparing for the upgrade and when I finally click on the browser exe for the installation I get:
Error 193 loading DVD browser plugin E:\bin\BrowserOps.dll %1 is not a valid Win32 application.
I read all over the internet that this is a problem with Symantec downloads, but what I am supposed to do? Redownloading is going to be the same error.

That does happen from time-to-time unfortunately.
However, check the link below to the full ISO. Download it and try again (either burning to DVD or mounting to with something like Virtual Clone Drive):
