Are you able to log into the manager? Is this the internal or external DB? What errors are you seeing in the event logs?
Check in the log file (scm-server-0.log) located in \Program Files (x86)\Symantec\Symantec Endpoint Protection Manager\tomcat\logs, look for any errors.

Moving thread to Endpoint forum.

Unfortunately, neither seems to have a resolution.

According to Paul Murgantoyd in the second thread, was supposed to be resolved in MR4 MP2, which is what you have installed.
Apparently, it is a sensitivity issue or possibly an embedded database.

If memory serves in later version, the DB structure changed.

Symantec generally recommends you upgrade to the latest version:
Current build MR6a ...

Is that a possibility.

I would aslo Strongly suggest:

Just in case, seeing as how you are currently having issues, and from the little info in your original post, you haven't ruled out possible OS corruption or hardware/network issues...  Anything is possible until ruled out.
