You need to add the device id of that usb mouse in exception for use.

    Edit

Dev Viewer tool to find it

How do you have the policy configured? Should this be included or excluded?

Device Manager Message The device was disabled successfully. [name]:Dell Wireless 375 Bluetooth Module [class]:Bluetooth Devices

This log define that the attach device is bluetooth module not a human interface device. So for the access this device you need to exclude the hardware id

How to use Application and Device Control to block all USB devices except those I specifically want to allow

Try to put "Human Interface Devices" in the Device Control exclusion list.

Your mention logs clearly show that device id is bluetooth device. You can once add the device id in exclusion and check it work. Device Manager Message The device was disabled successfully. [name]:Dell Wireless 375 Bluetooth Module [class]:Bluetooth Devices Note- all of the usb mouse not come in human interface id so add the device to use it.
