    How do I edit a firewall policy in SEPM 12.1.5 to block all outbound traffic?

    When creating the rule, configure the remote port to include the ports you want to block.

    But I want to block all outbound traffic. I don't have specific ports, just all outbound traffic. Isn't there a way to create a rule that blocks all outbound traffic, and allow incoming traffic?

    Not exactly.

    By default, the SEP firewall will block any traffic for which a rule does not exist. So if there is something specific going outbound, you can setup a rule(s) to block.

    There isn't an option to 'block all outbound traffic'
