Vault Cache not downloading all archive email completely

Need help, some of users who has vault cache enabled complaint that not all archieved email being downloaded to local PC. Occationally they are prompted to download ev email before they can read but network connection to the EV server is not available all the time. I have checked, the amount of archieve email does not exceed the quota being set for Vault cache. Newer email normally have no issue. Please enlighten me anything I can troubleshoot?

Set OV to "Online" so all downloads happen automatically whenever Outlook is opened.

offline vault?

Check Desktop Policy, tab Vault Cache. Current strategy should be on Store all items, then tab Advanced, dropdown "Vault Cache", setting "Show Download Reminder" set to Online.
