VCS user permissions

I am attempting to give permission to a normal user the ability
to administer the application service group they are responsible for. They want to manipulate the cluster. I.E. online group, resources etc. They don't want to enter a password when issuing the cluster commands.

Is there any way to do this. I tried hacliuser(passwd needed),
rbac(passwd needed) and sudo(passwd needed)

You can permit users to manipulate VCS by enabling AllowNativeCliUsers attribute. If AllowNativeCliUsers is set to 1, system user who's name is same with VCS user can run VCS command with certain privileges.
