Is it possible to recover from a partial WDE? Appartently the disk encryption stop at 6% so the OS will not load. Recovery will not authenticate.

You may want to try booting to Safe Mode, and if successful, seeing if you can then either continue the encryption or decrypt. Have you tried the WDE Recovery CD?
Go to path c:\program files\pgp corporation\pgp desktop
pgpwde --decrypt --disk 0 -p PASSWORD will do the job
pgpwde --resume --disk 0 -p PASSWORD will attempt to continue disc encryption
Is this machine managed by a UN? Can you not remove the disk put onto another machine and use a WDRT to decrypt?
