Web Messenger not delivery mail at user external

Hi I have a problem that my PGP 3.2 does not release the emails that are for external users by mesenger web.

from Outlook tells me it will be encrypted, but the server runs in Mail> mail queue

Have you configured the proxy for your universal server?

If I set the mail proxy, and if I sent the mail I get server status without problem
