What is the best situation to setup a user has "User" permission?

I discovered the “User” permission seems very limited of what they can do in VBR (if this is a wrong statement, please let me know)

    a) My environment

    b) The limitations of what I saw.

    c) Can I have more detail setups under each permission?

  

My environment:    wide range of internal customers, whom can be divided by regions, OS, management levels and business functions. All they want to do is to go there and look at the reports, which they care about. (For example: Windows Server Management Team does not care if UNIX servers’ backups are not qualified the Service Level Agreement)

 

The limitations of what I saw in “User” permission:  

Under “Report” tab: they are not able to custom reports due to “Permission denied running report on specified tree”.

 

Under “Monitors” tab: they have no privileges to see anything. (If they can see Reports, there is no need to let them to see this)

 

If “Users” permission does not provide Custom Reports or look at Monitors, what is the best situation to setup a user has “user” permission?

 

 Can I have more detail setups under each permission? 

        1.      Can I limit users to pull out any report within certain fields, regions, clients or OS types?

        2.      Can I custom several most wanted reports for users and place them to individual user’s dashboard corresponding to their needs?
