What is the drop-down menu " Language " ?

There is a drop-down menu " Language " in Create content page with more languages than I see in the menu bar. I wonder what is the real impact in the Connect portal , considering the languages supported by the portal are English and few others.

...some people have asked that they view Connect in different languages, but not sure what the above would accomplish!
If you find this is a solution, please mark it as such.
This menu is shown only when I create a new post, I suppose that it is missing the next part in the portal about how to show only articles in a specific langauge.
