Check this and try, still may apply to 12.1

SEP 11 Client will not start or communicate with SEPM after failed upgrade. Client management log - System Log shows: Create Trident Engine Failed

Try a repair of the client, might populate with the correct settings.

tried that first thing before i posted and it rolled back

Repair should not rollback? at what point does it rollback? feasible to install fresh client?

Repair did roll back

i've fresh installed 2 times now

Try to reinstall sep client may be issue are resolved

Hi

Please follow the below:

Export a known good HKEY_LOCAL_MACHINE\SOFTWARE\Symantec\Symantec Endpoint Protection\SMC\TSE key from another client and import this onto the broken client.  Start the SEP service or reboot the client.
