Is there a way to tell what packages are available on the GUPs?

You mean client upgrade packages or content updates? GUPs only provide content. Search for a folder called SharedUpdates. This folder contains all the content updates the GUP has stored.

Also, I've came across an older post of yours regarding upgrading clients (http://www.symantec.com/business/support/index?pag...).

I have a group with 11.0.7 and 12.1.2 clients. If I select 12.1.2 within Install Packages then "Upgrade Clients with Package", will that only upgrade 12.1.2 clients to 12.1.3, or everything?

Windows Server 2008 R2 Datacenter with Backup Exec 2010 R3 SP4 and iSCSI connection to QNAP.

SEP and SEPM 11.0.7200.1147 thru 12.1.3001.165
