A 196 is due to the backup window closing before the backup had a chance to start.
In other words, say your window is 6pm to midnight and the backup job requires a tape drive. At 6pm, the job will be queued and will wait for a tape drive. If none are available (or other required resources like media servers, disk staging units, etc are unavailable), then at midnight the job will fail with a 196.
