As far as i can tell, it is auto generated by SEP 11. Removal steps are suggested in the same link posted above. Restating them here (Courtesy Sandeep)

Remove the Teefer2 driver
- Click Start > Settings > Control Panel > Network Connections.
- Click a connection.
- In the dialog, click Properties.
- Select Teefer2 Driver and click Uninstall.
- You will need to repeat these steps for each Network Connection.
- Reboot the computer.
Also delete
C:\WINDOWS\system32\drivers\teefer2.sys
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Teefer2
