When SEP (firewall portion) is disabled, what things trigger it to automatically re-enable?

I have a client that is allowed to disable SEP, as it interferes with some of his work.  It keeps reenabling by itself.  What events can trigger this?

(I know a reboot will restart SEP, but this is happening without a reboot.)

Does the firewall actually re-enable?

I know in the AV policy there is an option to re-enable after X minutes. I don't think the firewall has this option.

Click on the Clients page

Select the group the PC is in

Click on the Policies tab

Under Location-specific Polices click the + sign next to Location-specific Settings

Click on Tasks to the right of Client User Interface Control Settings and select Edit Settings

Click on Customize

Adjust your settings under the Network Threat Protection area

I've posted the settings in a screenshot below.  I believe they are set correctly.

Have a look here:

SEP will reenable Firewall after specific amount of time as set per Client User Interface Settings.

The Client User Interface Settings are not set to re-enable.  This holds true for all locations under this group.
