Where does SMP 7.1 Patch Management determine superseded updates?

According to SMP, MS12-009 was partially superseded by MS12-017. This particular update within the the 009 bulletin: WindowsServer2003-KB2645640-x86-ENU.exe, for example, was deselected within one of my software update policies. The corresponding update in 017 that supposedly superseded the previous was WindowsServer2003-KB2647170-x86-ENU.exe. This is what I found out when viewing the Resource Association in the Resource Manager for WindowsServer2003-KB2647170-ENU.exe. This is great that it automatically disables superseded updates since I have the options set in the PM Import task to disable superseded updates.

The problem that I have is I cannot find anything on the Microsoft site what specific updates were superseded by what other updates. The example above is for a partially superseded bulletin in SMP. I did not bother to check fully superseded ones, meaning entire bulletins instead of individual updates. I figured those are easier to determine.

Does Symantec use this to determine what bulletins/updatse were superseded:

I think Patch Data team use information provided by vendor. In your case Microsoft page about bulletin MS12-017 says that some updates included to this bulletin replace updates from MS12-009:
