Why are these numbers so different?

From what I can tell my software distrubtion are working ok.   But the licensing count looks funny.   imagebrowser image

The numbers for software delivery solution is really low........

Look at patch managment  7342 compared to 887.

They have different licensing rules

Check this link:

Patch doesn't release a license until you actually delete the computer from the NS; which is not recommended if you use asset. Your SWD licenses look like they are for MAC though?

 A long time ago I had a problem where the software delivery solution agent was not getting installed correctly on a LOT of computers. I noticed it the way you did, with a really low license count. I called Altiris support and they did something to fix the Software Delivery Solution agent install task and collection, but I can't remember what they did!

Software Delivery Solution

(for example) only consumes a license, once a machine has received software via a deployment (or pulled it down via an advertisement).

The agent roll-out tasks has some pretty bad issues, and I there was some fixes for that, if you are not at 6.1 SP3 of Software Delivery Solution.

One thing you may not know is that if you are not using Software Portal or Sequential tasks, you don't need the SWD Agent or the Task Sync agent. The software delivery .dll is built into the core agent.
