Why do my endpoints keep reporting that they are "Offline"?

I have had consistent trouble with Endopoints reporting to SEPM that they are offline. Usually, these coincide with strange entries in the WINS Server field that follow the nodel of "act.ual.ip.address; 0.0.0.0"
