Why is the Full Job Rate slower than the Incremental Job Rate?

A co-worker just brought to my attention that the job rate for Full Backup Jobs is much slower than that of our incremental jobs. I was wondering why that is? Is there something by design that will allow for an Inc job to have a Job Rate that is about double that of the full jobs?

What backup method are you using?  Archive bit or modified time?

The only thing that comes in mind is that you have a lot of small files so the full backup takes time.  Using modified time, especially with the USN journal, processing to determine which files to back up is fast and if the number of files is smaller, the job rate could be faster.
