Why I do not see product/components from server view in my Liveupdate admin console?

I had two liveupdate servers set up in my environment, My management server connect to those server LU servers to get definition, it seems to me the liveupdate process did not find any new components each time, but when I connect my management server to Symantec, I can successfully download the defined contents.
I think the issue should be in the production distribution center on my Liveupdate server. In my liveupdate server, I manually  run download, testing distribution and production distribution, they all indicated completed and I did not observe any errors. I started to check each of those settings, when I click on Configure --> Distribution Centers, highlight my default testing Distribution center, then I click on Server View button, I could see the product and components I configure to download, however, when I highlight my default production Distribution Center and click on Server View button, in the product/components field, it displays "Contents is not distributed on current distribution center." My understanding was if my the download passed testing distribution center then they should automatically move to production dist center. that was possible my issue why my management server could not get updates. have anyone see this before? thanks

Something missing in configuration

 Installing and configuring LiveUpdate Administrator 2.1
http://service1.symantec.com/SUPPORT/ent-security....

Follow this document and make sure you have configured everything in your LUA Left to Right Top to Bottom.

Shouldn't there be a log file indicates what's wrong?

That is what I thought, too. Shouldn't there be a log file indicates what's wrong? I have the instruction, more detailed than the one posted on the web. I also reviewed each of my setting back and forth, I could see anything wrong with my configuration. I also checked logs in tomcat, that did not help neither.
