On Windows 2000 client SMCGUI.exe fails w/o admin rights

On a Windows 2000 client box, log in as administrator, and SEP works.  Make a user a member of the local Administrators group, log in, and it also works.  Otherwise, smcgui.exe issues repeated error message boxes saying it has had an error and will have to close.  It then launches again and repeats the message.
We have clients running on XP and Vista without this problem.
Server is Windows 2003.
Anyone else have this problem?

we have noticed the same thing here too.  hopefully, plan on upgrading the 3-5 windows 2000 boxes to XP in the next month.  for now user will stay admin.  :smileysad:
