What versions?
What versions Netbackup and Maintenance pack are you running?
Try this T/N:
BUG REPORT: Backup jobs are hanging on Windows 2003 clients when the Volume Shadow Copy Service (VSS) is disabled in Windows. VSP is still enabled for the client's backups, though vsp.sys is not installed or running.

bpbkar tar logs on client
Increase verbose logging on client to 5 and create log folders under NBINSTALLDIR\logs\ [bpcd, bpinetd, bpbkar, tar].
Looking at the end of bpbkar & tar logs might reveal something.
