windows 7 sysprep What am i doing wrong?

 Hello there! 

I have a question about sysprep-ing windows 7 enterprise. 
I have created a test answer file that it is supposed to customize our windows 7 installation. 
in my test machine (a virtual machine) it works but when i capture an image and deploy it, sysprep runs again at the end.

so this is what i do:

1. clean install windows 7 in a virtual machine
2. customize the machine.
3. copy the answer file to machine.
4. run the CMD as administrator. 
5. run sysprep with the switches \generalize \oobe \shutdown \unattend:C:\path\to\file\test.xml
6. the computer goes through the sysprep and shuts down. 
7. start the computer with winpe
8. capture the image with the deployment console. (6.9 sp3)

In the 'new' computer

9. boot with winpe
10. deploy image
11. reboot... 

then... the computer starts, and then wants to run sysprep again! 

i am sure it is not supposed to do that since in the VM it goes through the process of customization(specialize pass)
and in a previous test it did work... 

any ideas? 
i am attaching the log and the unattend file. 

any help would be greatly appreciated!
