This issue has been solved. See solution.

I have a file server currently has windows compression enabled.  Does this affect SIS at all?  Does Enterprise Vault uncompress the file before storing it in the Vault Store?

According to the compatibility guides:

. An archived file that was originally compressed with Windows compression will be recalled uncompressed when
accessed through FSA. The recalled file cannot be re-compressed with Windows compression due to a Microsoft
limitation

 With NTFS compression files

With NTFS compression files are accessed uncompressed as this is transparent to client applications like Enterprise Vault so this doesn't affect SIS when archiving same file from a NTFS compressed and uncompressed location.
