I have a computer that has a fatal error and being able to run Windows Recovery Environment on the machine without requiring a full disk decryption would be the best solution at this point, not only for this laptop but for future cases similar to this.  I have integrated (myself) the article here:

    http://www.symantec.com/business/support/index?page=content&id=TECH149477

    with the article here:

    http://technet.microsoft.com/en-us/library/cc749147(v=ws.10).aspx

but when I boot into Windows RE the necessary tools for PGP are nowhere to be found.  When I go straight from the symantec document Windows PE boots and does have the proper tools to access the encrypted drive, but as far as I know windows pe does not include any of the recovery tools in Windows RE.

I have already successfully created a winpe image with wde integrated, but PE does not include Startup Repair which is one of the programs I need to be able to run

Have you tried following the windows PE article to integrate the PGP tools into the Windows RE environment? I have never setup a windows RE environment. But I would imagine that it uses windows PE for the OS anyway.
