Windows XP Pro SP3. Nothing seems wrong.
Antivirus and Antispyware Protection On
Proactive Threat Protection On
Network Threat Protection On
All updated today.
This stupid question always there. Maybe restarting computer is must after it updated online. But I don't like to restart my server frequently. I think I'd better go back to AVG, which is small , smart and totally trouble free.
Anybody know what's going on? Thanks.

is your client managed or unmanaged? if your client is managed can you see green dot on it?
when you open Sep Client interface did you see " Your computer is protected""No problems detect" and defitions are update?

Can you repro this all the time? Is this happening only once after install and before reboot? Pls. can you share us the log files and repro scenario?

As Suren Gundumalla told if you are using an old version upgrade it to new version .The old version was having some problem related to reporting with windows security center .It is got fixed in new version .Ref:Release notes for Symantec Endpoint Protection 11.0.x and Symantec Network Access Control 11.0.x
The latest version available is RU5 (11.0.5xxx.xx) you can download it from HTTPS://fileconnect.symantec.com .

Try to clear WMI repository
1. Stop Windows Management Instrumentation(WMI) service。
2. Delete all the files in C:\windows\system32\wbem\Repository folder
3. Start Windows Management Instrumentation(WMI) service or reboot computer.
Warning: Take a backup or Consult Microsoft before WMI repository cleanup incase if you are dealing with a critical system.

The error that you are
The error that you are getting is because of Microsoft API.
Upgrade to SEP RU5 and the issue would be resolved.

A: SEP V11.0.4000.2295 . We are group user with 70 copies to setup in our branch. The setup program comes from HeadQuater and is more than 1 year old. We have no serial no# to upgrade. I hate to setup on 70 computers with each takes 40 minutes to update, then restart, then change networking setting.

I wonder it's really turned off so I just told the complainers leave it alone.
Another roblem is, it seems does't work with Windows 7.
I met the problem of 'pending' on Vista 64 and resolved it after reading the topic at: http://www.shnake.com/blog/?p=445
But on Windows 7, it runs and then, seems nothing happened.
Maybe I should talk with THQ to get a new version.
Both of the issues you are
Both of the issues you are describing are fixed in the most recent version which is called SEP RU5. You should definetely get the upgrade if you are running clients that have Windows 7. And also you are 100% correct that SEP is still working, and it is just the windows security center saying it is off.

As per mentioned we don't have the serial number to download and I have already asked the Headquater to do this upgrading. I just wonder why this cannot be done with the online updating.

Sorry Acway but the only way to upgrade to a new version is by downloading the files from fileconnect. There is no such option to auto-upgrade right from the console. Hopefully you can get your serial from headquaters, because that is your only hope for the upgrade. Personally I really like the idea of an auto-upgrade but we have to have a way to make sure you guys are "valid" customers obviously.
