1. Did you follow the steps written in below KB:
Create a Windows PE Disk for Drive Encryption Recovery

regarding section Creating a bootable USB Flash Drive
a) Use the file diskpart.exe in Windows to format the USB Flash Drive. The following sample commands assume that disk 1 is the USB Flash Drive:
- diskpart
- select disk 1
- clean
- create a partition primary
- select partition 1
- active
- format fs=fat32
- assign
- exit
b) Copy all the files under c:\winpe_x86\ISO onto the USB Flash Drive. The following sample assumes that f: is the USB Flash Drive. xcopy c:\winpe_x86\iso\*.* /s /e f:\
2. What about the workaround if you want to just copy files for recovery purpose you can slave the drive to another machine with PGP/SED (if you have got) and do the same
3.Did you also try to conect an external HDD while using WinPe USB boot disk or another pendrive to copy files there and not directly to WinPe USB boot disk
