Does SEP or any of its compoenents rely on WINS or NetBIOS? What specific requirements are needed?

Think it depends on your environment.

It really just wants to resolve the SEP manager hostname and will do so from your hosts file, wins, netbios, dns etc.

Just make sure it can do short and long name resolution as well as reverse lookups on ip's and you will be fine.

A decent DNS setup is the best.
