    Is there a way in a workflow for one to pull the last comment (or comments in general) on a ServiceDesk incident?

    Yes it is.  Take a look at the project discussed in the link below. This project will pull the comment / messages for the incident. We discovered an issue with the component to pull the comments that it requires you to pull all the data & not just comments, so you'll have to do a little data manipulation to get the ones you want.
