Have you heard of LinkedIn ?? That has the facility of creating user groups and the group owner can control membership. I suspect there are all sorts of legal ramifications that will prevent Symantec allowing non-staff to set up Groups.

@angelD , Exactly I tried that way I did not work. But now I am able to import the reg entries using add new layer feature but I can see entries under my layer hive but not reflecting when I activate the layer.. :-( Let's see....

I would recommend searching the virtual package for instances of the layer creator's SID, to figure out exactly what is going on. Virtualisation should normally merge the HKCU registry keys in the layer, with the HKCU keys of the logged in ...
