Allow attachments in fora

I follow the Backup Exec forum. Often, a user needs to post the job log to illustrate the problem. The job log is long and posting it results in it being broken up. This makes the job log extremely difficult to read. It would be good to allow file attachment so that job logs, etc. can be attached to a thread.

If you start a new forum
If you start a new forum thread, you can attach a file. However, those who respond to the thread cannot attach files to their replies. To attach a file, chose the "File Attachments" option when creating a new forum discussion.
