Compliance Rules should work on text within HTML markup

Currently SBG does not search HTML tags when processing compliance rules. This is a data leakage path, also prevents me from doing rapid response to malicious URLs in spam.
e.g. <img=Here are all the CC #s 1111 1111 1111 1111 05/02> will never match a policy.
