I have a big problem in determining which is the exact words that I violated in content compliance policy, I think when Anti spam is filtered a content compliance violation, I highly recommend that it should be in the details, what the exact word from the attach file or from the email content that I violate so that we can easily adjust the policy

That would be very helpful for internal testing of rules but you would certainly want to be able to turn that off once your ruleset is tweaked as you dont want spammers finding out directly what to change to get by your filters.

I don't think he was thinking of sending it back

to the spammers.  When a compliance officer is reviewing an incident, we need to see the context that triggered the event.  This sounds like the same request as https://www-secure.symantec.com/connect/idea/match...
