create a policy for Site Properties

I think it would add greater flexibility to move the remaining items from Site Properites to a new policy.  These could be added to other policies, but I think a new Policy would work better.  It is okay to have Site wide settings, I think it would just help to be able to easily override them for the exceptions.

ie, Archive Limit and Users Can Delete
