DAMPER limitations (notifications)

I feel the damper ability helps for people worried about spam. What I don't agree with is the ability to have this disabled. If your environment is following company policies there shouldn't be a scenario where you need a damper. But not having the ability to set this to a lower amount that 20 minutes or completely disable it is painful.
For those of you who don't know the damper setting is on notifications. The system will automatically determine if you should not get an alert that is repeating.

I wasn't searching for ideas that I knew about. Currently there are ~332. I have been keeping a list of items (ideas) everytime a technician told me I should make a Enhancement (feature) request. I assumed that a forum administrator would be able to consolidate ideas.
I could see where someone may not search for the wording that someone else submit's. But the forum administrator (SME for the product) would know better.
