From a management opint of view it would be nice to be able to know how often the mailbox vaults were being accessed and also the stats on the date ranges of mails being accessed.

I think Vontu may already do
I think Vontu may already do this. We dont use Vault (yet) but are looking at Vontu for other reasons and im pretty sure the sales engineer mentioned the ability to monitor Enterprise Vault.
EV Reporting
I believe this is provided via Enterprise Vault Reporting Services. If I understand you correctly the "Archived Items Access" report is what you seem to be looking for.
