Improvement to notification - Add a admin to the "send email to" in notification.

Hi

I would like that I could choose a admin when I'm creating a notification, so I could reuse his email adress from his account.

Another thing would be able to create a email group, where it were possible to adde admins and emails (new ones), and then assign this group to the receiver of the email.

It would make it easyer to support having many admins around in our branch offices.
