Do like Raxco does with PerfectDisk, and Adobe does with Acrcobat Reader:
Allow configuration of user interface via AD policies or SEM settings.
Thus, allow administrators to enable or disable certain features on the interface - among them, and top of this list - allow administrators to disable the "download support tool" optoin under help.
This should be relative simple as other software companies do it in multiple ways.
With Acrobat reader - it can be pushed out with those options, or configured manually in the registry, or via a home-made GPO.
With Raxco, they include AD policy management tool that allows most configuration options, including showing or hiding interface and menu features.
Bottom line, allow admins to disable download support tool option and other options or menu choices, etc. simply, quickly, easily and in a uniform place, not having to hit 6 different spots in the manager console to find them all.
