Not regenerate VBR reports unless requested

In VBR currently whenever you go to 'save', 'save as', 'email', or 'export to file' with a report, VBR will actually rerun the report and THEN do the operation you asked for.

Given how long some of these reports took to run in the first place I think we'd be better off if instead it skipped that and just did the requested operation. If the user doesn't like how fresh the report data is, they can hit 'refresh' first and THEN save (or export or email..) the report.

Or at least include some kind of option where we can temporarily or permanently disable this rerun-before-operation functionality. It's a real time sink in our environment though and places unneeded load on the VBR DB.
